The list below was obtained by Ukrainian researcher Vladimir Kreschyshyn from the state archives.  He provided this list to a few people who have engaged him previously for Dashev research.  Barney Miller requested that the list be posted here, and Vladimir gave permission for posting, along with some introductory comments about Jewish surname requirements.  (Note that ease of military conscription was not stated as a reason.)

List of Jews, residing in the town of Dashev, made in the year  1795. (Comment: in the year 1795 Jews did not have surnames in Russia)  Some people will possibly wonder why they did not have surnames. I read some materials in the Internet in Russian language and this is what I advise:

Until the year 1804 Jews did not have surnames in Russian Empire.

In accordance with  the Statute about Jews , issued by Alexander, the First in December 9, 1804 where the article 32 said that all Jews,  residing on the territory of Russian Empire, were required to have surnames that will be registered in all vital records without any change,  together with first names that are given at birth. This step is necessary for better organization of their civil status, property protection,  hearing lawsuits between them, the Statute said.

Requirements of this article of the Statute were supposed to be met within two years, but actually the process was very slow. So the Government  had to issue a new Statute about Jews in the year 1835, where the article 16 said that every Jew must keep a certain surname forever and the  surname must never be changed.

Then in accordance with another law, issued in the year 1850, Jews were not allowed to change surnames. So from the year 1804 until the year 1850,  some Jews had surnames, some Jews did not have surnames, some had and possibly changed their surnames, but after the year 1850 Jews had surnames  and as a rule nobody changed it.
