My great great-grandfather Moiseyev Meyer, picture below, was born in Vitebsk. He lived in Nevel. At that time it was in the Vitebsk , Belarus region. Now it is part of Russia. My grandmother told me a story that at one point Jewish population was forced to move out of Vitebsk due to the fact that the "settlement line" (cherta osedlosti) was moved.
