Back in 1976 the Lithuanian Republic, then part of the USSR, proclaimed their responsibility for the upkeep of the sites of mass graves and monuments, including the Pakroy site, in their List No. IY876, and these were registered by the Ministry of Culture in accordance with Resolution No. 45 of 20th April, 1976. In 1990 the independent Lithuanian Government passed a law on 7th October undertaking to care for the mass graves of the Shoah. The three mass graves at Morkekalnis appear in the official list of sites. Therefore the fencing and general maintenance of these sites is the responsibility of the Lithuanians.
