This monument was unveiled in 2003. The area had previously not been recognized as astie of mass murder.
In fact, an auto repair shop was planned for it!
The memorial was unfortunatelyvandalized a few months later. The original links went stale, but as of 2013, you can read

The sculptor is Richard Grusha. Most of the money for the monument came out of his own pocket;
this isn't his first.
