Jekabpils 1837 Merchants

List of merchants of the Hebrew Nation recorded in the city of Jacobstadt for the year 1837, (Verschlag über bei der Stadt Jacobstadt auf das Jahr 1837 verzeichneten Kaufleute ebräischer Nation.)

This isn't a standard population census. It is a registration list of families who paid for a Merchant Guild (Kupets) license.

In the Russian Empire (which controlled Latvia at the time), Jews were heavily restricted in where they could live and what professions they could hold. Becoming a registered guild merchant was highly prestigious. It granted freedom of movement, exemption from certain taxes, and exemption from the dreaded forced military conscription (the Cantonist system). Because these privileges extended to the merchant's family, the Russian government demanded meticulous records of every single household member to prevent people from dodging taxes or military service.
