This is an extract from the list
for the district of Raseiniai of men who avoided conscription in 1912.
The list is a useful source of genealogical information, as entire families
were listed as a standard practice, probably to punish them all.
Fines were imposed on the family.
The fines were modified to be just as much as the family could afford
(as much as could be squeezed out of them) without totally bankrupting
them. They were usually the equivalent of a small house or of
a year's income for a family
